I'm sure somebody here knows more about it, but the only reference I can find is on a list of Jimmy Webb Copyrighted Songs which a few of us are currently putting together.
It was registered in 1969, by Jim Webb with Frank Wilson (Motown producer?) but I'm keen to know more.
