Mr Webb, when playing Shattered in concert as he does a lot these days, tells that he wrote the song when he was at a David Hemmings film shoot in New Zealand. The news of John Lennon's murder came through and that was what inspired Shattered. Lennon was killed on 8th December 1980 and I gather the copyright of the song was registered in 1982. I hope that that answers your question.
